If the nonland permanent with the lowest CMC in play has shroud, does the player controlling the scales target the permanent with the next lowest CMC or nothing at all?
Anyhow, the best I can come up with myself is a game in the top 8 of a PTQ back during Urza block in which we were starting game 3 with time already expired, so the tiebreaker rule was that whoever had more life after 3 turns would win. And I lost to... healing salve.

Nothing at all. There is no legal target available for the ability when it's being put on the stack, so the ability is immediately removed from the stack.

If they have shroud already, then you can't legally activate the ability in the first place.
If shroud was added later while the ability is waiting to resolve, then it can sit there until its turn, but upon resolution, it will be countered automatically:
At resolution:
608.2b If the spell or ability specifies targets, it checks whether the targets are still legal. ... The spell or ability is countered if all its targets, for every instance of the word "target," are now illegal.
