"Izzet never get anything nice."
A good UR creature slides into the Delver-esque Pyromancer/Chimera deck that wants to form but can't get there yet. Pure UR control has no reason to exist with Sphinx's Revelation in the format. Mind you this creature is likely too good, but hey, so is Voice.
I would like to see some 2 mana goodness. The 4 slot needs some love as well. Blue-Red in general, though, wants to play lots of instants and sorceries... as many at one time as possible. So, I would like to see some spell that actually accomplishes something... anything... which Blue-Red needs currently.
Is it too much to ask for an electrolyze reprint or a new version that takes advantage of the Theros block's dedication to scry?

that's not what happened at all. kamahl stabbed phage, akroma, and some old lady and they became korona. then korona got stabbed by her "prophets" and kamahl got drunk with a mutant centaur

Izzet doesn't have the worst of red and blue, they get card draw and direct damage. They just don't get red's aggro creatures or blue's tempo creatures. A tempo deck is the best combination of their strengths, it was just in RTR they chose to give the tempo stuff (detain) to Azorius. Most of the Azorius cards were tempo, it was just Revelation and Verdict that were control (verdict had to be white). The decided to make Izzet a control deck instead of a tempo deck, and Izzet lacks the sweeper of white or the massive removal density of black. If Izzet had been in the same set as Orzhov and Simic it would have been better, Izzet would have gotten to get tempo cards while Orzhov got the control stuff.
Lightning Angel is allowed to be good, it's white.
Here's some ideas for pushed UR cards that wouldn't be broken:
Prayer to Keranos UR
Instant
3 damage to target creature/player.
Scry 2
Quite pushed, a mix of magma jet and Lightning bolt, but with extra color requirement that keeps it out of the decks that actually use those spells now.

If guttersnipe was fine, then this shouldn't be broken. Maybe only scry 1 or maybe at 5 cmc, but he can have a strong ability because he will rarely, if ever, reach devotion. I do think that, as the god who gives visions, he will have some kind of scry effect (or maybe trigger when you scry?), and as the god of lightning he will have something to do with damage.

Whenever you play blue spell deal 3 damage to the face, whenever you play red spell scry 2. kind of a mix, the red effect when you play blue and vis versa. That would actually be acceptable.
hell, if it just said: whenever you play a spell you may pay UR, if you do, draw 2 cards discard 1. but no... that would be too good.
And a lightning angel in JUST UR would be magical xmas land for the next two years. I would cry with joy for a week!

When you play a red or blue spell reveal the top card of you lib. If it's a ins or sor, put a +1/+1 counter on ~.

because everything is 3 mana right now. Hero's downfall, chandra's pheonix, nightveil specter, anger of the gods, dissolve, boros reckoner, the list can go on and on. There are almost no playable 4 drops in standard right now. You have fanatic of mogis in a very narrow playstyle, and you have polukranos. That is it. DDemon sucks and it always has.
It has to be U/R because A: there has never been a U/R creature at 4 mana that is worth a damn, and B: because blue creatures and red creatures both do different things, and while they might be good for what those colors want, U/R doesnt want anything a just U or a just R creature does. U/R has it's own flavor, its own style of doing things, and just U and just R doesnt fit with the U/R combo at all.

the only playable multicolored U/B card in standard is Nightveil Specter. The only playable one last standard was Nephalia Drownyard. As for U/R multicolored playables... I guess you kind of get Frostburn Weird. Isn't one mediocre card good enough for you?
Looking over the cards in standard that are played for these color combinations, this is the list of cards that you might see in a tier one list, in order of likelihood:
1. Nightveil Specter
2. Frostburn Weird
3. Counterflux
4. Izzet Charm
5. Maybe Steam Augury
After that playability just dwindles... And so far, none of the spoiled cards are likely to change this. With a little more support, Phenax Mill might be viable, but I don't think it's too likely.
On a sidenote, I think Wizards constantly shafts these colors because U/B can be very oppressive and U/R is theoretically one of the very best color combinations in the game. Burn, Draw, Counters, Tempo, Aggression. In the older formats you can see this theory in action.
