So on one hand people complain that the game is too creature-centric, yet a spell that can prevent those creatures from hitting the board is terrible and unplayable because it is not among the best counterspells ever?
No. It's unplayable because it's worse than Essence Scatter more often than it's better than it, and Essence Scatter sucks right now.

Counters every non-Mutavault creature in the two top devotion decks, and counters Underworld Connections (against black) and counters Domestication (in the blue mirror). Is only truly dead against U/W and Esper control.
But apparently not playable even as a sideboard card... ? It's possible that it doesn't make the cut if there are enough cards that are better, but just dismissing it out of hand seems unwise.
It is a common for god's sake. It isn't awful. It is decent. I'd be happy to have two of these in limited.
But... Corn! Every single card needs to be appealing to everyone and they all have to be awesome! And at the same time they all have to be terrible! That's what MTGS has taught me.
Also, if a set ever has any cards that are not 100% amazing all the time forever, then it's the worst set ever printed... at least until the next set comes out, of course.

Swan Song is a better sideboard card overall, counters every noncreature card in standard that's relevant and isn't a planeswalker, and is cheaper. This hitting creatures is nice but the ability to hit auras ( the least played type of card, next to artifacts ) just isn't worth the bump usually. If auras worry you the song is better as it hits all enchantments. If creatures do, this may have a niche...but that is what control has sweepers for.
To anyone asking why this couldn't just say enchantments or scry or something, it's the same reason Doom Blade is uncommon now: To balance limited. WotC balances limited formats on a razors edge and generally does a pretty good job of it, and they don't do that by printing counterspell at common in every set. This is a solid answer, and while it might not be for constructed, it probably doesn't serve the format to be any better.
Y'know, if they do ever reprint counterspell I should start complaining about why they'd pick to reprint that, since I play multiplayer commander there and counterspell is really mediocre there.
As much as I hate the reality of this... We live in an MTG world where Mana Leak is considered overpowered for Standard. OVERPOWERED!!!!! Mana Leak!!!! And, and... Unconditional counters are minimum 1UU casting cost.
This is the future of counterspells, guys. My Islands are all in perpetual weeping.

If MTG is a part of your life, the formats are like relationships:
Standard/Block = The on-again, off-again holiday fling
Modern/Vintage/Legacy = Stable, homely. A ***** after absence/misreading
Limited/Sealed = Heart breaking free spirit
Commander/Cube = Agreeable, needy and expensive
Pauper/Peasant = Sweet, kind, practical, but shy and boring
Not a bad conditional counter, I still like my negates + doomblades though.
Also not as potentially synergistic or cool as deprive, my favorite UU counter probably

Would it have been OP at 1U? Nope. An upgraded Essence Scatter seems quite fair considering the UU cost. I guess this'll get Bestowed creatures, which I'm sure is the point of it. Review: meh.
I would have loved to see a counter-spell that's an Essence Scatter which gives you some kind of bonus if that spell is also an enchantment. Oh well.
They could have done that BS where they tack on scry to everything to make this not strictly worse than counterspell, but hey, who am I to judge crappy cards?

Counterspell will never get a reprint. However, I think that something like 'counterspell, that spell's controller draws a card' wouldn't break the format THAT much.

In order to avoid confusion: We're talking modern.
At this point, your suggestion would not even see play with Remand around. Most of the time I'd much rather know what's coming and get ready for it than let my opponent draw a random card. Obviously when you hit the scariest card in their deck, having them draw another card is good news but Remand is a cantrip, played in decks with more cantrips and it will often give you the time/ressources to deal with whatever you remanded... and we certainly don't want Arcane Denial either.
I understand that they consider the double blue mana stop everything instant to be too strong but at the same time, Mana Leak is a subpar card. I think there's room for a strickly better Mana Leak. How about adding "If the spell is not countered that way, draw a card." Would that be too much?

But I think in the current meta, it acts like a Counterspell as 80% more likely a creature spell.

At this point, your suggestion would not even see play with Remand around. Most of the time I'd much rather know what's coming and get ready for it than let my opponent draw a random card.
