The problem with Praetor's counsel is that it costs a lot of mana. So most of the most of the time when you cast it, you won't have enough mana to cast much else. That gives your opponents a turn to kill you. Sure you could have a **** ton of mana and win that turn, but by then it's a win more card. Most of the time just bringing back a few cards is better for cheaper then bringing back everything for expensive. If you want a good recursion spell in green I'd suggest Nostalgic Dreams.

I think you are mixing up Explore and Exploration. Explore is the sorcery that cantrips and allows one extra land, exploration is that enchantment that allows extra land every turn.
I admit that exploration is not the best of the cards, but it is still quite good, if you have Crucible + some sac-land (fetch, Strip Mine, Wasteland...)
I'm nominating Burgeoning. It's true that it's most powerful if it is in your opening hand, but it's potentially good at any point, except maybe toward the very end of the game. You can say essentially the same thing about Sol Ring, which points out how minor this supposed limitation is.
Asceticism is pretty nasty. It's pretty strange that the only ramp card on the list is Exploration, when many of the most notorious commander decks are a ramp-fest. Garruk Wildspeaker and Boundless Realms could be on this list. Nature's Will is the nut in the online meta, but I haven't seen enough people play it to put it on a top list. Eureka is probably green's most pound-for-pound powerful card, but is scary enough to play that it doesn't make it.

I will never understand some people's infatuation with having the cheapest possible removal in this format. Sure, some cards like Path or Plowshares are going to be better, but how competitive a meta do you play in where you can't afford to pay one more mana for an effect that is infinitely better?

Agreed.
From my perspective, I wanted to find the least versatile card on the list, and Vernal Bloom struck me as the right choice because generally, a lot of Forest will be required. This limits to some degree how well the card works in multicolor decks. Considering that so many EDH groups have many multicolored decks, Vernal Bloom seems the most limited in scope, even though it can produce a burst of mana to the user.
Also, if you are suggesting we remove it, then what do you feel we should replace it with?
We shouldn't remove things just to remove them.
That being said, I'll nominate Deglamer.

I nominate Cultivate // Kodama's Reach (leaning towards Kodama's Reach if I have to choose just one -- there are some niche application of Arcane and few people actually play Arcane-hate in EDH).
I'll second this.
It's niche enough I'm sure we can find an all-around more useful card. Deglamer and Kodama's Reach are definitely better, although I'm going to give my vote to Crop Rotation.
