Unmake says "target creature". If devotion isn't met, it's not a creature. So no, you cannot. If it's a creature and then becomes a non-creature permanent before the resolution of Unmake, it will get countered.
My own rules when building a Commander deck:
1) Underrated general that I can build around but the deck must work without him/her too.
2) Every card must be legal in both banlists.
3) No infinite combo that could win (and ruin) instantly a multiplayer game.
4) Synergy at all costs; stay on theme, avoid goodstuff.
If their devotion to x is less than 5 when they cast the spell, you can't target or counter it with essence scatter, since it's not a creature spell.
This is false. The card on the stack is a creature enchantment spell. Its devotion ability only functions on the battlefield. Regardless of your devotion status, Essence Scatter can always counter a God spell, while Negate can never counter a God spell.

The card is a creature in every zone except when it's on the battlefield and the devotion criteria isn't met. The card has to be on the battlefield for its static ability to work.
Pretty much what bimmerbot said regarding specific counterspells.
