If a store doesn't honor your code with any excuse besides "We're out of them, sorry" - then you should report them to WotC.
Question is the following excuse valid ?
1) The promo is meant for customers only.
2) The codes have all been redeemed last night.
Context. [ But the codes were ONLY released on steam this morning at 1.40 am. (Means less then 10 hours before a shop opens.) Apparently they were redeemed in 2 hours when the shop actually open. Every single copy was gone. But when I went to other LGS, they stated that they still had all theirs and have not took the packaging out of the DHL box. ]

I have a pretty juicy story to reveal, without naming names. Also, apparently it is illegal in Singapore to take a photo of a shop on public property (Not inside the store but taking a picture of the store sign from outside). I wanted to because I wanted to gather enough details to pass the information on the WOTC asking them with regards to redemption rules.
Then, I went to another LGS further away, and could redeem my codes without even a hassle. They were the 2 of the other shops which i visited which had not even taken the promo packs out of the DHL boxes yet when I arrived. So u can get apparently how early I went. It has been what? less then 15 hours since steam released the codes, and the very first shop said ALL gone. Also, for further context, there are 18 shops which have promos in Singapore which translates to 360 promo packs for ooze! (Singapore is small, very small).
The excuses were the ones he gave above. Let me gather all the facts properly and write up a proper incident report. I will only reveal actual names in the actual report to WOTC to be fair.
As Nemesis said, the whole point of the promotion is to encourage new players to make the jump from non-paper playing magic (DOTP) to buying cards. So #1 is completely invalid.
#2 (assuming they're being honest) is really beyond the stores control and the promotion does state the promos are "while supplies last"
Stinks any store would behave like that, but its not as uncommon as most think. Glad to hear you were able to go to another store to get the promo.
Withholding product to force people into your store for FNM seems like a terrible way to run a card shop. If my LCS made me wait until Friday, I'd find a new card shop. It's not a big deal in the grand scheme, but it says something about the shop. Wizards hasn't said anything about waiting until Friday.

Not buying that for a second lol, but i've heard diffirent stories, personally, they just looked at it and threw it out, but apprently some stores check the database wizards gives them to see if the codes are legit.
So if its worth the risk, try it, but if they scan and they come back fake, you'll ruin your rep at that store for sure.

It amazes me how many Magic players are looking to find a way to cheat, steal, or otherwise rip-off other human beings (fellow players, returning players, former players, card stores and their owners) and want to find a way to make it "feel" like they really didn't do anything wrong.
Be better, people. You're smart, creative, and headed for better things in your lives (if you're not there already). Be better people.
Just take your IPAD in and show them the code on the game - I'm sure they'll take that as valid ownership.
I took my Nook in and showed them my code on the 27th, and they gave me my pack. All they said was "Oh, that's a good way to do it", then asked me how the game play was. I was out of ink and wanted to wait until payday (today) to get more. I would have been fine if they said no, but it was no problem.
I am fortunate though, I have 4 already from the Commander decks I bought when they came out.

Thing is you do not need to mention they are up to anything shady. Just say the truth: The XYZ shop told you they are out of it at XYZ date XYZ time. And well its for people to decide if they are shady

I don't think a store in NYC is suspect that all might have been redeemed on day 1 - you guys have a serious population issue in the NE.
