The strategy and card reasoning for this deck are one and the same.The reason I say this is,this deck is a big ball of wibbly-wabbly, Legendary...stuff. There are two main root to winning, aggro or combo. Both take every players' turns and about 15 minutes per each of their turns.
The Road to your win Con:
the wibbly-wabbly, Legendary...stuff, bare with me, even as I write this I won't understand the since of it.
Win Con-Combo:
This win Con happens often, the annoying part is you can get to in on purpose or completely by accident. because it is really hard to stop the combo win, nearly every time i try and go the Aggro win con, I end up playing with my self until I Combo win.
Combo requires either Sevela, Returned Explorer or Arcanis, the Omnipotent, Mind over Matter and Laboratory Maniac (this is the time to use Eternal Witness seeing as you try and force Aggro and discard the maniac early to Mind over Matter to untap land.
Win Con-Aggro:
This win con does not always occur. On the Road to your victory, you can and usually wito ll get to the combo win-con at random.
Aggro requires Hero's Podium, Akroma's Memorial and all 20+ legendary creatures. Essentially that's all.

2x Plains : needed room and more things around Alchemist's Refuge: Leyline works just as often Diviner's Wand: In all honesty this was a hard cut, i love making the hippo into a +20/+20 general by main phase I Temple Bell: I have Arcanis now, so I upgraded. Mind's Eye: Upgraded to Rystic Study Nature's Spiral: I have alot of Permanent Recursion so I'm trying out one less recursion Sun Titan: Again trying less recursion than I have. Blazing Archon:No real reason to have cut, just wanted the room for some upgrades Capsize: I was only trying this one out, I still don't get the hype over such a "ok" card. Beacon of Immortaility: TT_TT I already miss this card. Wickerbough Elder: Meh, want to add it back in soon

You on a budget? I'll run through this and see if anything I know will help improve it.
i didnt think it was a budget build, but after finishing the design on tappedout i thought it would cost more, but the combo pieces tanked in price, but i do think i need to add some tutors.
Lightmine Field -1 I looked through the enchantments and this seems to be one of the ones that could be cut, not sure about your meta but this card wouldn't create that big of a scare in my play group, if there are enough creatures on the field to make this card good, the field should be blown up.
Worldly Tutor +1 Tutor , sometimes you don't have what you need to help you get rolling, this card for that reason is my favorite card, playing it at your opponents end step to draw it is a good feeling.
Storm Herd -1 This card can be really good , but in a deck that doesn't have focus on tokens makes you a target, it also makes it so if someone drops a masscare wurm you lose the game.( My meta loves MW)
Sword of Body and Mind +1 personally my favorite sword, blue and green are both common types in commander so it offers good protection.
Diviner's Wand -1 I just really don't like this card seems just kinda slow to me.
Thats all I got for now, overall tho it looks pretty solid, a Sensei's Divining Top is always in include in my decks.

Clinging Mists if you want a way to fog with a tap effect for the late game.

First: Personally, I would bump up to 36 or 37 lands, cutting things like Obelisk of Bant and Spellbook, Reliquary tower should be sufficient enough, you don't need Reliquary tower, Venser's Journal and Spellbook, thats just too much. Add in another 2 forests.
Second: I would also personally cut out the ravnica bounce lands, sure you can tap a land and then bounce it, but early game if you have nothing to play and only have bounce lands, you can screw yourself out of an entire turn with them, replace them with basic lands. I don't know what your meta is like, but I can't put enough emphasis on basic lands, building up a pillow fort of obelisk of bant and gilded lotus you are just asking to be Akroma's Vengeance or Austere Command and I have been seeing a lot of Bane of Progress in play lately. Not to mention the ever popular Nevinyrral's Disk and Oblivion Stone
Fourth: Replace Recollect with Regrowth , they reprinted them in the Theros Dual deck so everyone has them and a lot of people don't know how valuable they are.
Fifth: Treva's Charm seems pretty decent. Giving you the option to end of turn draw/discard, or removing problematic creatures that swing your way seems nice. Also enchantments are typically the least hated thing in EDH, so its nice to have that extra option.

Cho-Manno, Revolutionary -1 - Overall I feel this is a weak card just because a 2/2 with basically indestructible isn't too amazing in EDH.
Enlightened Tutor + 1 -Tutor nuff said.

Druid's Deliverance - Fog is more useful then the populate mechanic.
Clinging Mists if you want a way to fog with a tap effect for the late game.

Privileged Position + Copy Enchantment :First layer giving EVERYTHING Hexproof.
Avacyn, Angel of Hope : Gives EVERYTHING Indestructibility.
Sigarda, Host of Heron : Nothing I control Can be sacrificed (See Killing Wave)
Angel of Jubilation :Stops the second half of Killing Wave.
Leyline of Sanctity : Gives the Player Hexproof.
Empyrial Archangel: diverts all damage and lose of life to her.
