Not sure if they slapped Tamiyo's name on an old card unintentionally or not, but I could see them doing that, throwing out a different card that gets tweaked into an already existing card.
To elaborate, there's also a rule about no functional equivalents or strictly betters of cards on the Reserved List. Foresee, you may note, is not. In fact, nothing printed after Urza's Destiny is (except for the times they reprinted Phyrexian Negator and Karn, Silver Golem and got booed for their efforts).
By the way, color-shifted and strictly-worses are acceptable.
I'd disagree about the "no strictly betters" rule. Unless you think old cards consist solely of the overpowered stuff that wins tournaments. There is where WotC doesn't print strictly betters, usually.
Yeah seems odd - I know Wizards prefers not to print strictly-better versions of older cards, but this is ...like the exact same right? Is that a common thing?

Even functional reprints are hardly unheard of.
