The only reason I can think of, personally, is because they don't put keywords or ability words on one and done mechanics.

Nope. Heroic is an ability word, and putting a +1/+1 counter on your hero (or more if green, or everyone if white) is just one thing it can do.

The obvious combo here is Seeds of Strength on Isochron Scepter. Not quite Reset, but still good.

Normally, I'd agree with you, but this has the additional "then Scry 1". So, I think they let themselves off the hook this time.

There's no pointless keyword on this card, that's how. Keywords help when they can replace rules text, like with Haste. Heroic is mostly just a tag to help you sort the cards in a set with a lot of Heroic cards better.

Yeah but it could be nice for anyone wanting to find the effect while searching through gatherer or something, like if they were making a heroic based EDH deck or something.
