Sure, sure. But later in the game, you have Cavalcade out, you attack with this guy and others, you're holding up mana, you can go burn or pump him up a bunch for a huge hit, etc.
It's just that you'd rather your two-drop start with 3 power so that you can follow it up by casting a three drop and curving out, rather than pumping it up.
I wouldn't call the pump ability cheap, but it's at least more flexible than traditional firebreathing or shade-pump. This card reminds me of Ember-Fist Zubera but without the fun tribal implications.
