It feels more comparible to Tidings to me. If you're facing self-mill or running active mill, it's 1 mana cheaper and at instant speed.

If we learned anything from Treasure Cruise, it was that powerful draw tools that can be easily discounted are to be respected. This one is particularly good because it can also be played at instant speed.
