An interesting option against control-focused decks with limited resources on the battlefield. It's nice that worst case if your opponent manages to get this trigger off in their favor, you still break even.

So all that happens when somebody can't sac a permanent? Am I understanding that right?

This card is actually really interesting as a sort of situational removal if your opponent has a lone creature, planeswalker, artifact or enchantment (like a plaguecrafter). Unfortunately, it cannot trigger on your turn, as it is a viable sacrifice to itself and will force you to sacrifice it, thus not trigger the effect. It isn't great in standard but may see some play in sealed formats.

Spoiler from the future: There's a really obnoxious to play against deck that basically just runs these as a win condition along with all the eggs cards (guild globe, golden egg, all those artifacts that cantrip) to ensure they always have something of little to no value to sacrifice, sometimes a couple Clackbridge Trolls (since you can't sacrifice the goat tokens to it) and your usual esper control suspects (but really well fixed colorwise with all those eggs)

Anything you play out you have to sacrifice. If you try to let it fizzle out on your turn, they just keep pooping out eggs and filtering their hand into counterspells and creature board wipes.

Your best chance in Historic is to slap one under an Ixalan's Binding. Deafening Silence stops them from playing out more than one egg a turn but if they have a second Doom Foretold they can usually just force you to sacrifice the Silence. Narset's also pretty effective.
