I'm trying to decide where it slots in and can't find a use for it.
The only decks where I'd want this are against bogles and infect but given that you can only bounce something based on your island count it's pretty much impossible even if you have 4 'islands' on turn 4 to bounce a bogle since it will be much stronger than 4.
Just getting to the high enough island count is tough given most lists only run around 6 actual island cards as the rest of the count tends to get made up from colonnade, sulfur falls/glacial fortress, seachrome coast, mystic gate and so on.
Well mono blue commander decks get another Evacuation spell to slot in. Looking forward to testing it out as it is an instant speed board sweeper and blue always needs more of those right?
