Jace, Unraveler of Secrets
Oracle Text
+1: Scry 1, then draw a card.
−2: Return target creature to its owner's hand.
−8: You get an emblem with "Whenever an opponent casts their first spell each turn, counter that spell."
Card Rulings
4/8/2016 The emblem’s triggered ability counters the first spell an opponent casts on each turn, not just that opponent’s turn.
4/8/2016 If Jace’s emblem’s triggered ability doesn’t counter the first spell an opponent casts (perhaps because that spell can’t be countered), it won’t trigger again in the same turn to try to counter that player’s second spell.
4/8/2016 If you have multiple opponents, Jace’s emblem can trigger once each turn for each opponent.
2) Never planning to buy this card ever
Why? Because it's Jace

All jokes aside, I can never see so clearly "oh yes this will be worth tons" but does this live up to the overpoweredness like the other Jace cards do you guys think?
I'm far from professional.. But I think a lot. Do you think this is entirely true? I mean, Narset does cost a mana less. The + abilities, ya I agree, Jace's is surely better. But the minus abilities.. Play a Roil Spout for example, put it on rebound, and that dude is certainly annoyed. Or rebound a Pore over the Pages, and pop say an Anticipate before the rebound trigger so you can untap those lands off of Pore or whatever. When Dig and Treasure cruise were legal, you could Dig through 7 cards TWICE for 2 mana total, or draw 3 twice for 1 mana. I won't argue Jace Vryn vs Narset but maybe Narset is a bit better than you say? "Total garbage" is a bit strong haha.
I mean, if you're talking strictly "doubling season is in play and I'm getting an emblem," I'd prefer Narset, but otherwise Narset is total garbage because she doesn't always draw you cards and rebound is worse than copying spells a lot of the time. Jace's first two abilities are low impact but useful. I'd say both cards are poor outside of glacial control metas.
