Wow, what a condition. Cool card, I don't know if I'll play it though. It's like the Death's Shadow of removal spells, but a threat is better than an answer at that point. Probably worth trying in limited at least, since you're safer at lower life totals than normally. You might get passed these in multiples and I'd wager they go up in value the more of them you have.
In Constructed though? Realistically you're getting yourself down to like 1-3 life before this becomes readily usable. It would certainly qualify as win-more and unnecessary in a Worship deck.
Most white instants like this usually stipulate target attacking or blocking creature. This one doesn't. I think its a good card, I would certainly play it.
This seems quite bad really. Dead in the early game, dead until it might be too late to do anything anyway. The only deck that seems like it could make use of this is death's shadow but I don't see the deck going into white for that and fatal push/path are better anyway.
All the life total combos I can think of this just doesn't seem like it would help when you need it in the early game and once you've locked them out then removal doesn't matter.
