Card Rulings
1/19/2018 No player may look at the exiled cards.
1/19/2018 If Induced Amnesia leaves the battlefield but isn’t put into a graveyard, the exiled cards are lost forever. They won’t be returned if another Induced Amnesia is put into a graveyard, even if that Induced Amnesia is represented by the same card.
1/19/2018 If Induced Amnesia leaves the battlefield before its first ability resolves, its second ability will trigger (if appropriate) and do nothing. Then its first ability will resolve, and the exiled cards will be exiled indefinitely.
1/19/2018 There are many important moments in the story, but the most crucial—called “story spotlights”—are shown on cards. These cards have the Planeswalker symbol in their text box; this symbol has no effect on gameplay. You can read more about these events in the official Magic fiction at http://www.mtgstory.com.
This is actually probably more powerful in Vintage and Legacy than in Standard. I think it is likely that the necessity of playing a means of destroying the enchantment will prove worth it.
Induced Amnesia triggers -> Respond with Disenchant/Naturalize
Disenchant/Naturalize resolves, destroying Induced Amnesia. It's second effect triggers, going on top of the stack.
It resolves. There are no cards exiled with it, so nothing happens.
The ETB effect resolves. The opponent exiles their hand, and draws that many cards.
All that would do is give them a new hand of cards. While that's slightly more optimal than giving them a new hand of cards AND the chance to get their old hand back, it would be much better in that situation to Induce Amnesia on yourself, allow it to resolve, then destroy it with Disenchant/Naturalize to draw a bunch of cards.
You play the Amnesia and target your opponent, they get a fresh hand of cards while their old hand is exiled. Then you use the Expel to bounce the Amnesia back to your hand, which causes the exiled cards to go back to your opponent's hand. Then you play the Amnesia again which makes them exile their whole hand and then draw that much.
Such as if they had initially had 7 cards in hand, then exiled their hand (7), then drew a fresh hand (7), then regained their exiled cards (14), then they exile their hand again (14), then draw a new fresh hand (14). Which for those keeping track is 28 cards drawn.
If you have a second Expel from Orazca, you can do this one more time. In which you bounce back the Amnesisa, the opponent now has 28 cards cards in hand, if you play it again, they exile 28 and draw 28. Which means your opponent has now drawn 56 cards.
