This is pretty darn good. Especially if you use some of the Dinosaur accelerators. Also, I think this heavily implies that there will be Elder Dinosaurs for each color, a series of "Primal" avatars.

Even if you don't accelerate him, you just hold off on casting him until you have an essential board-wipe.

Um... So basically Oblivion Stone, but it's absurdly cheap and only affected by discard or counter.
Sounds fun.

The thing is, it doesn't say only once per turn, only that it has to be on your turn that he puts prey counters on stuff. So essentially you can use any excess mana to just make sure everything always has a prey counter for whenever you are ready to throw him out. O Stone being a tap ability means you can only throw on one fate counter per turn without ways of untapping artifacts and mana production.

I'm confused that it looks sort of like a triceratops or a particularly spiky ankylosaurus, complete with the 'bent elbow' looking front legs, and yet it has a predatory theme.

Other than that, neat card. Doesn't work as a commander, but great in the 99.

this would be ridiculously good if it wasn't restricted to sorcery speed counters.

This will be a major player in Standard when it's legal.
