Strictly worse than Rune Snag... oh yeah, and some spell from Stronghold or whatever. Honestly though, this is what 1U should get you, and it'll see major play in Standard.

Art that reminds me of Envelop, name that reminds me of Extinguish and Douse, effect that reminds me of Mana Leak

It's odd that blue is always illustrated as screwing with red, but we haven't seen actual color hate cards since, like, Lorwyn block, with exceptions for color self-flagellation like Liliana's Defeat and a reprint of Gainsay

Nevertheless, I expect a lot of spells to be slurped in Standard

Mana Leak for Poor Mage

A poor man's mana leak will still see a lot of play in standard. It will suck just as much as ever to have a three drop in hand looking at two untapped lands against a blue opp.
