I can't be the only one who had the same thought upon seeing this card. Seriously speaking, could be a nice EDH main-liner...use it to screw over someone's GY or hand shenanigans, or use it to get a fatty out. Unreliable on the second part, but could be a surprise all-star.
I just hope the third set in this totally-not-a-block gives us a Jace with an ultimate that resembles Memory Jar.
Vraska knows, but she doesn't know, IIRC; which is probably why you say it's complicated, amirite?
This also further supports my theory that Azorius will be the only guild truly aligned with Bolas, and possibly Orzhov as well. The others, what we've seen of Vraska and Ral, Ral can't shake the feeling that he's a pawn, and Vraska...the answer to the question "Does she know?" is complicated.
Think of other binary mechanics. They're generally not triggered abilities. (Landfall's kind of odd, since it's binary on spells and a trigger on permanents, but all the others.)

I thought that the intent of this card was that you could throw down a permanent from the new hand you draw... which wouldn't really work if the second ability resolved first.
Also, the article that introduced addendum mentioned that some of the addendum effects would be replacement effects (like Might of Old Krosa), which wouldn't really work if addendum is a cast trigger.
Edit: also note that most triggered abilities use "when", "whenever", or "at" whereas Addendum used "if".
