Edit: Missed the words "put that many". The EDH craziness is real.
EG: Have out Pir and Toothy. Play Prime Speaker Zagana; even if you somehow only have 2 power for your strongest creature on the board, she comes in with 3 counters, drawing you 4 cards, putting 8 counters on Toothy. Those 11 +1 counters add 22 growth counters to the enchantment. Counter deck synergies are FUN.
I feel a little bit like this is trying to win too much, though. If you are generating enough +1/+1 counters to win with this card, you can probably also win with damage.

Turn 1: Forest, Hardened Scales
Turn 2: Island, Simic Ascendancy
Turn 3: Darksteel Citadel, Arcbound Worker (+2 counters), Arcbound Ravager (+2 counters); +4 counters on Ascendancy.
A few options how you can bring it home from here with your remaining two cards in hand, one would be:
cast Ornithopter
Sacrifice Citadel (+2 counters on Ravager / Ascendancy)
Sacrifice Worker - trigger puts +3 counters on Ravager / Ascendancy, effect puts +2 counters on Ravager / Ascendancy
Sacrifice Ravager - trigger puts +10 counters on Ornithopter / Ascendancy
I think Ascendancy has 21 counters on it now.
One card left in hand (Pact of Negation, obviously!)
