At uncommon, there's no reason this couldn't have been a devoid Rampant Growth, which has always been common.

This is a strange one, because I don't see much reason to not just run Rampant Growth or Farseek or the like outside of standard, and in standard it would demand you run a monogreen deck with wastes, or a 2 color deck with good mana fixing and wastes. It has potential, but I've never played a rampant growth that just didn't ramp me sometimes before.

I think they feel that Rampant Growth was too strong for the current standard so they needed to give it limitations. Mainly, I think they didn't want turn 3 Rhino to be it's primary use.
