Clearly the overload is designed for multiplayer, and yes, it is strictly better than Mind Rot. It also works with madness, hellbent, and lots of graveyard mechanics.
The name refers to Greel, Mind Raker, arguably the worst of the Prophecy legendary spellshaper cycle, but he has some value in Commander, where wheels and 20-point Strokes are not unheard of.
