Given the frequency at which Assassin's Trophy has no consequent basic land being dropped this is a cantrip Stone Rain in many formats.

For Modern and other formats like that definitely. In Commander however I would say it is still very good.

The point of land hate is to shut the opponent out from playing cards: this does the opposite, it’s a mana fixer. Unless they have an Urzaland or something that good out, I’d take a Stone Rain over this any day
