Commanderplayers needed another reason to hate blue.Powerwise it's very strong and 3 mana is currently a bit of a weak spot for cards in modern. There is a ton of strong stuff at other mana counts for controllish decks but at 3 mana actually very little.
UUU is tough though, I wonder if this is good enough to adjust the manabase a bit for. 4 field of ruin and this will be tough to combine. But I can see this seeing play, especially the gain control a target nonland permanent option is really good, it can completely stall the aggression from a deck like humans if you take their champion of the parish for example.
