It really should have said any target though.
This is a commander and draft based set plain and simple. They slap modern on to anything they want to make money with.
first and foremost, wait for the entire set to be spoiled, before you pass judgement on how many playable cards are in this. we don't even know half the set at this point.
second, wait for the set to actually be out to see how it'll affect the meta, cause this stuff is hardly an exact science to predict.
consider how long Death's Shadow was a considered a useless 0.10$ rare before someone made a viable deck around it.
go to the "10 Best Cards in Future Sight?" thread from way back in 2007 and check out the grand total of two people who even put Tarmogoyf in their lists.
thirdly, no doubt future sets will also affect the playability of some of these cards. WotC knows this, but we don't yet.
anyway, i just don't see the point of getting riled up under a spoiler for a clearly draft chaff common.
every single set ever has those and every set ever is pretty sure to always have more of those than tournament viable rares.
Like i said, after modern masters 1 and 2 they slap the word modern on anything theyre trying to hype and theyll have 4, 5, or 6 more “modern” sets just like this one that will also fail to meet player expectations.
When the best cards in a premium set are the lands thats just not cool especially with the amount of hype theyve pushed. But i get it, they have to be cautious as to not destroy modern but jeez man.. a 2 mana sorcery that deals 3 damage and has a useless ability away from this sets draft... its pretty lame dude and youd be hard pressed to disagree.
As for Commander...well, they did say from the onset that it's not just for Modern, but for anything non-Standard. The question does become how we/they are going to slow Modern down to a 6-8 turn format, though. (Just four turns seems unenjoyably brief from my perspective...)
