I really don't like how this activated ability would have cost 2U except WotC decided explicitly they wanted to allow white cards in a commander deck based on it when I dunno the whole point of Commander was that WotC was not in control of that format. The double blue in the cost means your mana base is going to be close to half blue, likely more than half.
