I would probably ignore the ability on this and just consider it a possible candidate for UW flying aggro, with 4x Favorable Winds. You also want 1-drop flyers for Stormfleet Aerialist.

Why not use hope of Ghirapur and the siren one drop instead? Both have the same stats and very useful abilities.
Looks like it could be okay in limited if you get some other vampires but, certainly not worth an include in even the most budget Vampire tribal EDH deck. Fairly weak card.
