+1 — Exile the top three cards of your library. Creature cards exiled this way gain "You may cast this card from exile as long as you control a Lukka planeswalker."
-2 — Exile target creature you control, then reveal cards from the top of your library until you reveal a creature card with higher converted mana cost. Put that card onto the battlefield and the rest on the bottom of your library in a random order.
-7 — Each creature you control deals damage equal to its power to each opponent.

The +1 technically gets you more value than any other plus ability you'll see in walkers (even though you can't play lands)... but it fails to protect itself with anything other than high loyalty.
The -2 is pretty fantastic... but requires you to already have a board presence... and can be disrupted by instant speed kill... and it places certain deckbuilding restrictions (such as keeping only token generators and payoff cards).
The -7 is a generic "I win button" that requires you to maintain a big board, which seems pretty middle-of-the-road.
As for the abilities, it's another "fun" Walker that has it's uses and it's NOT broken (thank god).
