These cards tend to have potential. Remand, Into the Roil, etc... so I think this might see some play. If you bounce a 3-mana creature with no etb, you get 1 mana and 6-8 life, but one less card. Then you play the other half and you end up with essentially a 4-mana Mind Rot that also gained you 6-8 life. Definitely fringe playable. Then you add that Torrential Gearhulk can cast either half and it starts to get exciting.
Maybe I'm not buying it, but Oblivion looks terrible to me. I mean, there are better cards out there. Plus if you wanted to HOPEFULLY force an opponent to essentially "discard a non-land permanent from the battlefield," you have to pay a total of 7 mana for your opponent to decide whether or not to discard that card. *Shrug*
Seems like a legit late game hard control spell to me. Use all the other cheap spells for control in format along with this. As well as there is a lot of mill/discard now so this would be a good way to hit a threat that slips past you on an opponent with a small hand. Maybe say a prowling serpopard that got by and then counter the creature coming in, then on your turn make them discard the serpopard.
