The first half would be very good were it an instant. It's hard to gauge as a sorcery but it's probably still playable given the versatility in the late game.

Yeah it's worse, but planning is rotating so who knows what will become begrudgingly playable.

Seems slightly worse than Strategic Planning to me. Dispersal seems a lot more useful in multiplayer and doesn't add much to a duel. Ponder effects are already split cards, in a way. So a much overcosted Recoil (itself a slightly above average card) that you can't aim isn't really impressive.

If there is any room in any format for a graveyard-based deck that plans to abuse the Surveil mechanic, this would be an automatic include.
