Does this allow you to just look at or dump the cards as well. Like does it turn surveil 1 into surveil 3 or is it surveil 1 and look at the top 2 cards of your library.
If it is the former than this could enable some shenanigans.
Also i'm pretty sure that this would stack with multiples. so surveil 1 to 3 to 5 to 7 to 9. Sounds pretty good

You can dump them too. Ability is Surveil X: look at X, put any into the graveyard and the rest back on your library.

And yes it stacks.

I can see this being a fun constructed card similar to favorable winds or psychic corrosion. Stack as many up at once as you can as quickly as possible. Which should be fairly easy, as this rapidly starts letting you basically diving top/brainstorm your cards every time you surveil, except you can also just straight up ditch to the yard anything you want to as you do so. Even as someone who is always super hesitant to ever chuck something into my yard when I don't have to, being able to rearrange the top 7 cards of my library would be *chefs kiss*
