Snapcaster could stand on his own regardless of the quality of the spell in the graveyard.
I could see this being strong with the new 2 damage counterspell in a tempo style blue red deck.
Essentially, the difference between leaving behind a body and surveil is -1 card advantage in comparison. That doesn't make it a fair replacement, even though it would seem to do the same thing. The 2/1 often nets you an extra card and perhaps some damage to the opponent.
