The only scenario I can think of in which having both effects as a single triggered ability as opposed to two separate ones is instances of Stifle or the like, managing to counter both effects rather than having to go after two separate EtB triggers.
Syntax aside, its quite a solid finisher for U/x control decks. It has nearly everything you want: Flash, Evasion, a solid clock, tempo, and sets up draws. Chaining these off of the surveil seems like a pretty strong game. And just the size of the surveil seems great. Really hope we see instant speed removal with "Jump-start" soon!
