Such a shame that the second spell on this sucks. It doesn't untap the attackers from the first combat so only if you had vigilance in the first place do you get a second one.

Regardless of when cast, it is a straight up +1 extra set of phases. If you cast it main phase, you get an extra combat/main, then your standard combat main. If you cast it second main, you get to go back into combat again. (Which... have we ever seen that before? If you manage to cast this via something like verdalken orrerry during someone else's main phase, do you get a combat/main after they try to move phases?)

Then the wording needs to be fixed because it states a combat phase after the phase its cast not the second main phase. Or does the additional term imply that it's granting extra phases regardless of when cast?

Uh. The second half is a sorcery. You have to cast it on your precombat main phase, so all your stuff will have vigilance for the first attack. (And first strike. And until end of turn for both.)
