Other than like Kolaghan's Command, very little to NO discard spells are instant-speed. By also adding Surveil, this card does a lot of work for 2 mana, so it seems appropriate to be a sorcery, in my opinion. As instant speed, it would be TOO good.
For the most part, you're right. It is better than Scry or equal with Scry in virtually every situation. There are very few scenarios in which Scry would be preferred. However, it's not strictly better. An opposing recursion or mill deck wants you to have Surveil rather than Scry. But, those are fairly narrow situations.
The big one however is Limited. Milling yourself is risky. You're likely starting with a 40 card deck. Unless one person is playing a highly aggressive deck, it's not unusual for games to end because someone got milled.
