It could be argued that since dragon fodder is so much generally worse than Raise the Alarm for no adequate reason maybe something like this should be less than 4 cmc but I think this is more set filler than competitive piece
If the goal is to make it playable yes. But if the goal is just set filler then of course it could just be this.
I never get why Magic goes with this intentional huge disparity in power level of cards though, basically ~20% of cards is potentially playable only and the rest is just limited filler stuff. Why not just design the game with the aim of making all cards more closely around the playable level. Of course you will still have underpowered and overpowered stuff as it is hard to make everything closer together and sometimes reasons like flavor make you want something to be a certain way (cards like one with nothing for example). But the game as a whole would be much better if power level would be closer. I'd rather have a set with just ~150 playable-ish cards than 300 cards of which only 50 at best can be considered for constructed play. Limited would also be more rewarding with closer power levels instead of having games be decided so much by bombs or opening the right cards. Synergy and reading signals would be even more important and the game more fun, basically how cube draft is often the best as it is a more homogenous and powered up set of cards.
The way they do it now, it means that there is one group of cards that have value and a much larger group of cards that don't. The result is that you have to open a lot more packs to make a "good" deck. Trading and buying singles is harder because everyone wants the same cards as you.
In your scenario (which I'd prefer), there is little difference between the good cards and the average cards. As a result, a lot of people will choose price over perfection and play a slightly lesser deck which will cost significantly less. And that means a lot less packs getting opened.
