"Whate Whale" ignores the planeswalker passives entirely. As you've mentioned, it does have great benefit with reanimator strategies, functioning as both grave filling and a reanimation target. As for control decks, it pairs nicely with Elspeth Conquers Death, able to put itself/planeswalkers into the graveyard in time for Chapter 3 to go off.
I'm looking forward to slotting it into my Jeskai Control build. The advantages Omen of the Sea has over this card is its interactivity with Shark Typhoon for cranking out 2/2's, being a legal target for Narset, Parter of Veils and bouncing it with T3f in fringe cases. However, Narset of the Ancient Way will pack much more of a kick with these. Although, with the reprinting of Baneslayer Angel it may be time to trim down on Typhoons and ditch Narset, with the impending rotation coming.
I think you only want this if you want to put stuff in the graveyard and specifically a (big) creature. A good card for living end for example.
