If you're on the aggressive, like black tends to be, its at least as good if not better than Phyrexian Rager. You can make it unblockable with Goblin Smuggler and that's a pretty respectable draw engine for two low-cost core set commons.
Well, not quite. You don't get the card right away. I see this as black's form of Curiosity, but here triggered by the attack, not the actual damage.
Basically, blue and green get Curiosity straight (and blue can also get draw X, discard Y, where X≥Y). Black loses life in the process. Red can discard a card then draw a card (and apparently red still wheels occasionally) or impulse draw a card.
Green and blue can also just draw cards equal to the damage dealt, but that ability is more likely to be seen in green because power matters.
And Augury Adept can be costed at 1WU or 1GG, though it's debatable if a high curve makes it more green or a deck with fewer lands makes it more white and blue.
I mean, attack triggers may be easier to get multiple activations on, but still require getting to attack first. ETB triggers can be more useful depending on the decks.
