Winding Constrictor actually specifies Artifact or Creature for first ability, and player for second. So it does work

Winding Constrictor only puts extra counters on creatures and players. Not on any other types of permanents. Otherwise it'd already be in a superfriends deck.

Hm... With 3 Energy Chambers in play, you basically get infinite turns.
