Kind of french-vanilla. I guess it's slightly more interesting than having four keywords, but comparing to Carnage Tyrant you have to wonder if just having hexproof all the time is overpowered for three colors of mana.
I suspect the conditional hexproof is just a way of saying this does not die to removal until you have acquired some value out of it. If it had always on hexproof it would be stupid
To be fair, she also has flying and vigilance, which can be a big deal.
I do think the design is weird, it adds a touch of complexity complexity (so not technically French vanilla) but it doesn't make her anything other than a beater. And not a Soviet vanilla (all-downside text box) like we got so much of in the old days. (They do still print those, though, mostly in black. And of course, many Wall of Whatever creatures.)
I guess it does let you use auras which grant hexproof on her, then attack or block.

Nice that this can't just get immediately killed for value, but also nice that we have at least a few tools for dealing with this that are non-targeted. Seems like a decently powered dragon. That said, it's also not exactly amazing at 6cmc and naya colors required, just good. If it had one other relevant effect (maybe an ETB trigger) we'd probably be talking.
