I'm not sure how impressive the planeswalker half of the card is for the clunky sorcery speed restriction and huge mana cost (it's surely at least an upside to have,) but a 4/4 flying Ravenous Rats is decent enough to sell me on this card.

I couldn't agree more. I'm sold but ya, I really with you could transform as an instant. Being able to hold some counter mana until your opponents end step would help ensure a safe transformation. I guess it's still better than just playing 7 mana for a walker as it can't be countered

It's not that much. Planeswalker abilities are limited to sorcery speed anyway, and at worst you're racing an opponent with once a turn free Divinations (which is already a good way to win) to "You call that a -12? This is a -12.". It would be nice to be able to dodge removal, but c'est la vie.

While there was a plainswalker in Legends, I don't think they print them anymore. 😉

I can't wait to build a Commander deck for this guy.

4/4 flyer for 4 and your opponent discards? Yeah, that seems pretty strong. Might make some waves in Standard.
