That is value.
At worst, it's a delayed Divination on a 2/2 body for 4 CMC, which is honestly solid in its own right. Heaven forbid your opponent wheels on their turn. That would be insane.
"Draw two cards." is rules shorthand for "Draw a card. Draw a card." There's no distinction for how many cards are drawn at once.
This wording makes it so that it tracks the number of cards drawn during the turn. If it read "equal to the number of cards your opponents have drawn this turn", it would get stupidly big if you cast something like Windfall.
It's not "equal to [the greatest] [number of cards] [an opponent has drawn this turn]"
It's "[the greatest number] [of cards an opponent has drawn this turn]
The wording is different but 'equal to the greatest number of cards an opponent has draw this turn' makes me think it will always check for what has been the most drawn that turn upon resolution.
Still it is pretty nuts and like you say if an opponent uses a wheel effect...bloody hell!
