I suppose so, yeah, it's a little awkwardly worded, I guess to allow you to both switch their spell for your creature or your spell for their creature or to swap things around that you don't control in general.

Think you have to exchange a creature for their tutor if you want it.

If only Throes of Chaos cost 5 mana instead you could cast it, cascade into this, steal a creature and give your opponent control of a spell that does literally nothing on resolution. I realize there's more effective ways to steal creatures but few as insulting and lets face it that's important.
