Now whenever target player deals damage to you, they lose that much life.

Sure, but it also means that all your other opponents have to do is attack that guy and they get free damage on you and there's nothing you can do about it.

If you choose yourself, the best you can really hope for is that the other person you target decides to turn the game into a cooperative game and actively helps you.

This is best played picking two other players. My first read-through I thought the damage was strictly one-way, "Damage dealt to player one causes player 2 to lose life"

That said... Nejeela forced-attacks politics is a deck I'm still building, and this is a slam dunk for that deck.
