Card Rulings
10/4/2004 In multiplayer games you can choose a different opposing player each time it is used. You also don’t have to choose the same player that you targeted with the effect (or whose creature you targeted).
10/4/2004 If either target becomes invalid, the other one is still affected.
10/4/2004 Both targets are chosen on activation, but you choose your target before the opponent chooses.
10/1/2005 The two targets can be the same.
