So for you Fincown... don't beat yourself up. You made day 2! That's more than most people in these forums can say! I know I've never even been to a GP, so kudos to you for going and doing well! Plus... burn isn't always easy for us to deal with...
Yes, I was mistaken on Fog. Also it's just nice to have different answers since there are real cards out there like slaughter games and nevermore.
I'm not a fan of mind sculpt or dream twist but I can see how they are definitely something to use. Also not a huge fan of too many temporals as if you draw them in your opener it's a dead card, yes it's cute with jace, but i dunno, not my cup of tea.
Otherworld atlas is insanely clunky and slow but once you tick it up to 3 it becomes very handy, especially if you use it at the end of their second main and cause them to discard. Also it's one of the most consistent "mill" cards alongside jace. Plus this is awfully close to "turbo fog" so we need some "turbo" and unless you play 4 sphinx's revelation... this is the best thing to card draw we have. Again, only my opnion.
*4 Jaces is 2 too many. 2 is a good number. You don't need them clogging your hand.
*Psychic spiral is at most a 2 of, with a snapcaster mage then 1 Psychic spiral is plenty.
*Consider playing a singleton elixir if you do not own any snapcasters.
*Play 1 or 2 Alchemists refuge for instant speed sorceries and jace.
*Consider diversifying your fogs. Fog and druid's deliverance do not protect jace where clinging mists and terrifying presence both do.
*Look at using o-ring or detention sphere for pesky permanents.
*Add another Sphinx's Revelation if you can afford it... they're game winners, especially when you can discard down to 7 to feed your graveyard for the psychic spiral
And out of curiosity... what do you run for milling? Chronic Flooding? Increasing confusion?
2 Jace and 2 Curse of the bloody tome.
Once i get the second sphere out i don't fear their creatures. Once they realize I'm not attacking they can wait to tap mana and flooding can be played around/tapped around.
Personally i run a GWU enchantment deck that mills instead of playing creatures. Counters are a problem as is direct damage. Rest in peace is nice because it's an extra enchantment and blows up quite a few decks in the current meta.
For your deck, dipping into blue means out goes fencing ace, in comes invisible stalker and geist... Also a 1 of bruna is fun if she can stay online for an attack. I'd drop soul tithe for spectral flight if you do that though and drop ranger's guile for either card draw, RiP's or nevermore's or maybe even some charms... both azorius and selesnya have their worth.
Guildgate is bad in this deck, try to at least save up for sunpetal groves.... which you can pick up for about 4 bucks a piece, unless you can afford temple gardens then go for those and some sunpetal groves. Never want to be mana screwed.

I was going to ask you silly questions about tamiyo main and cyclonic rift instead of dev tide, but then i realized how good dev tide is at getting more value out of your creatures and the fact that jace never moves loyalty so yeah... I'll just say the deck looks fun

Ok, less silly question. Why not think twice instead of thought scour?
Tested this some. Come to find out Safe Passage and Druid's Deliverance do nothing to protect your planeswalkers...
So i diversified the fog spells.
Otherworld Atlas is clunky but it gets the job done, especially when you can pitch your extra lands to the yard at EOT which in turn makes Psychic Spiral pretty legit especially since I don't run Snapcaster Mage.
The sideboard I'm sure needs more tweaking. I haven't played against any u/w/r miracle decks yet but the orb works against discard and needle against the shaman.
