this card looks pretty sweet. single white casting cost, and passes the bolt test
maybe playable in some bant shell.
I think Vizier Company wants this somewhere. It doesn't die to Roast or Bolt, it protects against burn, keeps your combo creatures safe, and is itself an infinite mana sink once you combo out.
SSG, Eldrazi Temple, and Gemstone Caverns give me 9 ways to cheat on mana. Relic, Powder, and Caverns gives me 9 ways to exile Eternal Scourge (5 for value, 4 repeatedly with hate applications).
Almost all of the lands carry utility, making my draws pretty live. The Eternal Scourge and lands let me buckle in for the long game when the acceleration doesn't quite get there.
Post board the Serum Powder makes digging for SB hate crazy effective
I know the discard riders on your dig spells are needed because they can pitch cards in hand that you want to reanimate, but I think Commune with the Gods deserves a nod for being able to find Seance two cards deeper than Thirst for Knowledge while still binning cards.
How much do you need Madness Enablers? Pack Rat, Oona's Prowler, and Gathan Raiders are all instant speed discard outlets if that's a thing the deck wants.

I think Crackling Doom could push burn decks back into three colors. They sideboard (and sometimes, rarely) maindeck Molten Rain and I think an edict is better than targeted land destruction more often than not. Not to mention it's instant speed and forces them to choose the thing with the highest power.
How important is your fogs being one mana? Dawn Charm can be found with Muddle the Mixture and has a not-entirely-irrelevant Gifts Ungiven and burn spell protection.
So far, Eidolon of the Great Revel has been incredible in Burn/RDW for me, but those decks don't have a lot of reach and can just fail to get there some games. Not to mention as a personal preference I like permanent-based damage. Problematically, mono-red's creature suite has trouble pushing through Tarmogoyf and Kitchen Finks without 2-for-1'ing themselves. How does something like this look for a Gruul Aggro deck emphasizing Eidolon?

I'd say it isn't worth the while. We aren't untapping in their turn and we don't care about their power that much on our own turn. Of course, it becomes more relevant if we don't have Islandwalk turned on, but then that raises the question of how that 2/1 lived to untap in the first place if the combat situation was one where the power reduction is the difference between chump and trade
Which would always be just a 5/6 flyer for 6. Fighting a creature gives tribute 6 this would have to be at least 6 to see play.
That's in green and without evasion. A 9/10 with flying is an entirely different beast than a 12/12 vanilla. Musicman's seems pretty average, but not every card is a format all-star. A 5/6 flier for 5 isn't the worst, though I agree it could afford to be stronger like Ulthwithian
Excuse me? This is easily maindeckable in the format of Delvers/Zoo/Small Pod Guys/DRS/Bob/Early Goyf/Snapcaster
The only Tarmogoyf this kills is a 0/1 or a 1/2 where the only cards in the graveyard are Instants. I wouldn't list that one.

I say probably not maindeckable because I can't think of a deck that would really want this effect over Terminate/Dismember besides RDW or a Sligh style deck and missing out on the damage when you can't kill a creature is noteworthy. Maybe the UR Tempo decks can become a little more red-intensive to play this. I don't think it's a bad card by any means and I wasn't very committal in judging its maindeckability, but if I had to guess where this ends up in modern my guess would be sideboards.

The land package enables us to tailor our lands to potential synergies on board or in hand. Some worth mentioning:
Squadron Hawk + Mistveil Plains: Create a mana-inefficient but steady stream of flying 1/1's. Pairs nicely with an active vial.
Spirit of the Labyrinth + Mikokoro, Center of the Sea: Activate on your opponent's turn for one-sided card advantage.
Arena + Thrun, the Last Troll or a sufficiently beefy Knight of the Reliquary: Wear down an opposing creature-based midrange strategy or disrupt creature-based combo decks without redundant creatures on board.
Windswept Heath, Tectonic Edge, Ghost Quarter, Horizon Canopy, Marsh Flats + Weathered Wayfarer: Activate the Wayfarer's ability in response to your own sacrifice costs to cheat his activation restriction.
Wall of Omens seems like another viable possibility. At the very least it cycles itself and it does a good job of protecting your walkers.

Stonybrook Schoolmaster seems like a weird addition being unpitchable, but the synergy between it and Mothdust Changeling, Sky Hussar, and Voidmage Apprentice feels worthwhile. Voidmage Apprentice, Schoolmaster, and one of the tappers forms a soft lock of sorts.
Puresight Merrow is another way to take advantage of the tappers, especially Mothdust Changeling because it effectively grants {U}: Scry 1
Mothdust Changeling is a Schoolmaster and Puresight Merrow enabler while being a faerie for Spellstutter Sprite and a Wizard for Voidmage Apprentice.
Meddling Mage is a concession to combo and to Supreme Verdict. There might be better options for the spot, but it's good all things considered.
