This deck was purely built on based searching through magic gatherer for the key term "cycling" at the time of gathering of cards,
this was a joke deck that does nothing but cycling cards. At the searching for the cards I came across Fluctuator and Astral Slide,
I though 'wow these cards are cool and they have some history like Astral Slide was name of the standard deck to beat at the time'.
When the deck was built my friend ask me what does the deck do? with my reply it just cycle cards away for better cards or answers.
In one game the deck I'm against Heartless Hidetsugu I had cycled my cards to Rune of protection: Red, the player facepalm.
Second game the game board was getting big cycled in to Akroma's Vengeance, the thought to myself wow just what I needed.
Another game I cycle my Decree of Silence to counter Niv-Mizzet, the player showed me a counterspell then I laugh told him that
you cannot counter my cycle with counter spells, cycling overpower he said trying to counter my spells for revenge but I was just only
cycling my cards.
Why Horde of Notion?
What is not to love having a 5/5 Vigilance, trample, haste body fits in the deck because it serves a wincon beater and reanimate
Igneous Pouncer and Hoofprints of the Stag.
Child of Alara is another Commander could be of use as a board wipe or Karona, False God used for strong beater
and using the Runes of protection to prevent damage from Karona

From turns 1-5 - fixing your mana is import by using cards that has landcycling to fix mana to some point
From turns 6-10 - cycle your card to find answers and use card with transmute to tutor for engine cards like Fluctuator and Astral Slide
From turn 11+ - Keeping alive is the import part by recurring fogs or wraths and beat down with Horde untill last man standing
works well with Mishra when you cast the artifact putting mishra's trigger on the stack first then the PS second resolving the PS then get the artifact with mishra back from the deck

I just built rakdos recently have you consider of using creatures with persist or undying because it gives you a higher permanents count when sacing to rakdos trigger, also cards like suspend are good since your mana base is cut in half after first attack.
