I think one of the strongest routes to Land Destruction right now would be RUG. With Demolish and the other 4 cost spell + Goblin Electromancer + Snapcaster...and then you could throw in a Hypersonic Dragon to make it even more ridiculous. You might not even need the G for that deck.
But, for these colors then you could consider adding in Mwonvuli Beast Tracker to tutor up your slimes.
Using Chandra's -2 and Increasing Vengeance would only copy the initial spell 3 times, because her -2 would trigger off the initial spell and not the flashback Increasing Vengeance.

I already knew that -- that's not what I was going for. For one: you can still trigger a cast off of playing a Reverberate. Additionally, I think copying spells can give this deck a big extra push, especially so if you want to go the token-generating spells route; with 1 Electromancer, you can cast an Invocation and copy it for 5 mana. It can also give the deck a better race chance against problematic creatures (hexproof) by just gunning for their life total.
Before, I was trying to do some gimmicky stuff with Dual Casting and Blistercoil Weird but figured that was just too thin to be any good, so I went with a slightly more resilient approach using Talrand and Reverberate. The idea is to play almost everything at instant speed, while using the Electromancers to keep spells cheap enough so copying them with Reverberate is feasible. I feel like I need more draw spells, but that's why I added Lunar Mystic since he can draw me spells after playing any of my burn. I also want to add in some X damage red spells as possible finishers, but I'm not spending money for Bonfires and the only instant speed one is Volcanic Geyser, which isn't a bad choice but I couldn't fit it anywhere.
I don't think this deck can generate enough card advantage without some form of spell copying, at least not against good CA-generating aggro with Thragtusk, Zombies, Tokens, etc. Most of this burn is at best 3-for-1 until it hits an overloaded Mortars or Miracled Bonfire, and if you don't have a Guttersnipe/Talrand out for all the burn that isn't generating that much CA then you aren't really getting anywhere. Snapcasters can pick up some of that slack for sure.
How about Chandra, the Firebrand? Does copying count as casting? She'd be more resilient than if you happen to get a Dual Casting on a creature.
The reason I like Dual Casting more is because it comes out much earlier and can start copying spells on turn 3 instead of turn 5 like Chandra (assuming you have a 1 drop...). Also copying does not count as casting. I wouldn't be surprised if I ended up replacing Dual Casting with her though.
As others have said, I think this deck lacks win conditions. And really, if you're playing heavy control you might as well play something big instead of Guttersnipe.
This is something I was trying to solve in my deck with Dual Casting and Blistercoil Weird. Dual Casting on its own I feel can really give this archetype the extra push, and sticking it on Blistercoil can just run away with the game given a decent board state. The obvious weakness is that it's just 1 card, and it's an Aura at that, so it's quite susceptible to removal. The Weird on its own isn't super great either, but it fills the creature curve at least and it isn't too unreasonable to get it 3/3 with Think Twice. Still, I don't think Izzet really got a good "single" win-condition card so I don't know what you'd use instead (probably just something like Hellkite I guess, and then you might as well be doing RDW).
I feel like it needs a bit more burn -- leaning towards replacing Redirect with Thunderous Wrath and removing Rewind entirely for a couple more draw spells (Inspiration or Thoughtflare). It's sort of budget as well, otherwise I would probably replace Electromancers with Snapcasters.
What I've been struggling with in making the deck is making sure I use Blue for a reason, that's why I took out Honor of the Pure and put in more counterspells. I also think it's safe to run DoJ because I have 5 ways to copy Exemplar. I put Sleep in my SB for a mirror-match, or if I think they'll have too many ways to kill my creatures and negate the indestructibility. I'd like to run Elspeth but she's a bit too expensive. I also don't have any dual-lands.

There's also a flying creatures sub-theme here, which you could take advantage of with Magmaquake, Rolling Temblor, Rakdos Keyrune and Thunderbolt if they have any flying blockers.
