I do not understand your question. It seems like Rakish Heir is dressing just like all the other vampires you mention. Seems like in MTG being a vampire makes shirts optional at best. Even if the vampires in your link don't even come from Innistrad, mostly.

It's not just a piece of womens garment, historically speaking. Even if it was, this is not Earth, but Innistrad, with it's own history, culture and vampire subculture. And even, if it would be unusual for Innitstrad Vampires to dress this way, what would even remotely be the problem?

View all the vampires ever created in mtg, then start talking. I don't care to argue, but don't' say it's a culture, when i don't see cross dressing relevant on other cards, and if so not as blatantly shown as i don't see it. you might get away with Arrogant Bloodlord but thats it.

first strike damage is applied(or normal combat damage with protection of color or some sort) then u fight. = 8 damage, if double strike and lives by some protection means (plenty of that atm) then 12 damage total.
add some swords, and fighting just went ape crazy.
using fight defensively is crazy. add first strike, and by by titans attacking you safely.
